I have Delphi 10 and 10.1 installed on the same computer and tried repeatedly to get DBE on 10.1 but to no avail
The fix for this is to run the BDE install, and manually install BDE.
Start Delphi Berlin 10.1, Select Component, Install Packages and add the following :
Program Files (x86)\Embarcadero\Studio\18.0\bin\dclbde240.bpl
